The main cause behind Millwall’s punishment by the Independent Regulatory Commission

Millwall FC have been sanctioned by an independent Regulatory Commission after breaching FA Rule E21 during their League Cup match against Crystal Palace on September 16.

The club has been handed a £45,000 fine, placed under an updated action plan, and issued a formal warning following the incident.

According to the The Football Association, the charge stated that around the 11th and 80th minutes of the match, Millwall failed to ensure that their supporters behaved appropriately. It was alleged that some spectators engaged in improper, offensive, or abusive conduct, including behaviour considered discriminatory with references to disability.


Millwall admitted responsibility for the incident that occurred in the 11th minute but denied the allegation relating to the 80th minute. After reviewing the case, the Regulatory Commission found the club guilty only of the earlier incident.

During the hearing, the FA had urged the commission to consider partial or full stadium closure as punishment, arguing that anything less would not properly reflect the seriousness of repeated breaches of Rule E21 or act as a strong enough deterrent against discriminatory behaviour from supporters.

While the commission acknowledged that this was Millwall’s third breach of the rule, it ultimately decided against closing the stadium. Instead, it noted the mitigating efforts made by the club, including work already carried out under its previous action plan and commitments made under the enhanced version.

In response to the ruling, Millwall released a statement confirming they accept the sanctions imposed.

The club said it acknowledges the decision by the FA to issue a £45,000 fine and extend the existing action planfollowing the breach of FA Rule E21 during the Carabao Cup fixture against Crystal Palace on September 16, 2025.
