As explained in Levi Colwill’s flashpoint, the reason Chelsea did not receive a penalty against

Manchester United was due to the VAR delay.According to Mike Dean, referee Rob Jones and his VAR assistants were correct in their decision not to award Chelsea a penalty in the first half of their match against Manchester United. After Levi Colwill attempted a shot, he was forced to the ground as a result of a challenge from Lisandro Martinez. However, Chelsea were requesting a penalty, as Martinez appeared to strike Colwill as he embarked on the attempt. In an exasperating half that also saw Marcus Rashford strike the bar late on, it was the closest Chelsea came.As is customary, the VAR reviewed the incident; however, it did not recommend that referee Jones proceed any further. Michael Salisbury and Nick Hopton were the two officials who were overseeing the proceedings from Stockley Park. Dean spoke for Sky Sports during the contest to elucidate the decision. “It took a while, to be fair, to get the right replay and that’s why we didn’t comment on it at the time,” according to him. “I believe that it is a natural convergence, as Colwill has fired a shot; it is more of a case of Colwill kicking Martinez’s foot than the other way around.”

“So, the check is cleared eventually but it did take a long time, I don’t think the VAR could get the right replay.” Roy Keane concurred during the interval. “Absolutely not, there’s actually probably a push on Casemiro before so no penalty for Chelsea there.”
