The results of Manchester City’s legal challenge were disclosed last month, and the Premier League and the Citizens both declared victory at the hearing.
The initial meeting to deliberate on changes to those rules was postponed in response to City’s case; however, it was ultimately held in London on Friday morning.
Manchester City, Nottingham Forest, Aston Villa, and Newcastle United were the only teams to vote against the implementation of the proposed changes to the Associated Party Transaction (APT) regulations, with 16 of the 20 Premier League clubs reportedly voting in favor of the changes.
The primary point of contention in these regulations was the interest-free shareholder loans, which were extensively relied upon by a few clubs.

“The rules have been amended to reflect the conclusions of an Arbitration Tribunal in response to Manchester City’s legal challenge to the APT system earlier this year.
“The Premier League has engaged in a comprehensive consultation with clubs, which has been informed by the opinions of multiple expert, independent Leading Counsel. The purpose of this consultation is to develop rule changes that address the necessary systemic amendments.
‘This pertains to the integration of the assessment of shareholder loans, the removal of certain amendments to APT rules that were made earlier this year, and modifications to the procedure by which pertinent information from the League’s “database” is obtained.
The objective of the APT regulations is to prevent clubs from obtaining commercial agreements or cost reductions that are not at Fair Market Value (FMV) as a result of their relationships with Associated Parties’. These regulations were implemented to guarantee the League’s competitive balance, integrity, and financial stability.
The outcomes of this vote are expected to have a significant impact on Newcastle United’s capacity to expand and develop rapidly, as well as to guarantee that the current expansion barriers are maintained.
